  • Fire safety Interlinked smoke alarms, heat alarms in kitchens, and fire doors with self-closers on every bedroom and communal room are required for a licensed HMO, and apply regardless of room count.
  • Additional space needed If the existing layout can't achieve compliant room sizes through reconfiguration alone, a dormer or extension adds the extra floor area needed — this is new-build work on top of the internal conversion, not instead of it.
  • Planning route Small HMO conversions (3–6 occupants) are often Permitted Development, but this right is removed in Article 4 areas — some parts of Greater Manchester included — meaning full planning is needed instead.
