Why This Matters
Operating a licensable HMO without a valid licence, or falling short of a council's conditions, isn't a paperwork technicality. It carries real financial and legal consequences, and councils are actively enforcing it.

Local authorities can issue civil penalties of up to £30,000 for operating an unlicensed HMO, with further prosecution possible for serious or repeat breaches.
12 months' rent

National minimum standards set sleeping room sizes at 6.51m² for one adult and 10.22m² for two adults, with any room under 4.64m² unable to be used as a sleeping room at all. Many councils set their own additional conditions on top of these national minimums, which we check for your specific property before finalising the room layout.
Yes. Licensed HMOs typically require interlinked smoke alarms on every floor, heat alarms in kitchens, fire doors with self-closers on bedrooms and communal rooms, and emergency lighting in shared areas. We build to these standards and manage the Building Regulations application and Building Control sign-off as part of the project.
Converting a house into a small HMO (3–6 unrelated occupants) is often permitted development, but this right is removed in areas with an Article 4 direction, which a number of areas across Greater Manchester have. Larger HMOs generally need full planning permission regardless. We check this for your specific property before any work is scoped.
